Any idea if these are the complete editions with all the DLC?

None of the DLC features are mentioned at any point in the product’s description. Only the vanilla features are mentioned. It’s probably safe to assume that the DLC is not present.

There’s an even possibility that both may require Steam, when they’re bundled like this.
