It’s a digital code – but for what service (it doesn’t mention a download – just a code).
You’d assume Steam I guess??

Apparently it doesn’t register on Steam – there’s a .exe download and then you enter a code to register the game, that’s all.
(not confirmed by me, but that’s what people are saying elsewhere).
In general, ShopTo games only activate on Steam if they’re SteamWorks.
