What does “Registers on Steam” mean? Is it like F.E.A.R. 2 and Saint’s Row 2 which can only be played via Steam? I’m a little bit behind with the Call of Duty series but I see this and Modern Warfare 2 a lot on ebay and I wonder how they can get away with selling it as ised if the game is tied to a Steam account.

Means exactly that.
Some games have optional Steam registration, but most of them that have it it’s mandatory.
