Purchase ¥2,000 of PSN credit by purchasing two of these. Then create a Japanese PSN account account (instructions here) and use your credit to buy the game from the Japanese Playstation store.
If you don’t mind stockpiling a bit more JPN credit, it’s a bit more efficient to buy in bigger denominations. Full selection here.
The game will work fine on a UK console.

0Sony PS3 60gb – £88.89
Sony PS3 60gb – £88.89 delivered
I am not aware of anywhere else selling the 60gb model at a better price, and this is the only UK model that has PS2 backwards compatibility.
There’s every chance that Sony might add full PS2 backward compatibility to the PS4 (just like the PS3 has with the PSone), but it’s not a feature that it currently has.
Amazon warehouse deal, this has been opened, and is in “good” condition.

I’ve intentionally avoided including games that include a PSP/PS Vita version, since you can’t have two accounts on a Vita like you can on the PS3, but if that doesn’t bother you, the full list of games discounted to $1 is here.
This flash sale is running this weekend only.
