I’m not entirely sure about it, but this most likely won’t be the Complete Edition. I’ve been looking for it too, and as far as I know the Complete Edition for PC has only been released in India as a retail box (in small quantities). And that box simply came with the normal game and a voucher with codes to download the DLC from GFWL. So I wouldn’t get my hopes up of this being the Complete Edition.
I’m assuming this is not the complete edition (extra cars and tracks through DLC). Can anyone verify?
