Does it come with the 32GB sandisk micro card or do I have to buy that myself?

It says it’s 8gb and from what I know, it has 400mb internal, so it’s probably an 8gb micro.

A bunch of the reviews I’ve seen focused on it being too expensive considering how buggy and slow it is for an iPhone 4 competitor. Think the 30%ish off makes a big difference?

Well I’ve gone for it. Looks to me like a solid android phone that would be ideal for retro gaming. I can’t see myself playing many of the games designed for it though.
