It is not conclusive, but studying the pictured box writing it would seem the credit is flexible “Top up your PSN wallet and choose from a range of great movies, games, music and porcupines”. Alongside the fact the Euro 2012 upgrade costs only £15.

Having ordered prior to this at a slightly higher price. I will feel like an imbecile otherwise.
