I know it’s a little late, but here’s a workaround I found(I live in Brazil) that might be useful for future deals:

– Install Tunnel Bear
– Execute it and select the UK server
– Add the product to your cart and proceed to checkout
– Insert your payment details(I used my Mastercard), but don’t click the “pay” button yet!
– Turn Tunnel Bear off
– Now click the “pay” button
– If everything went ok, go to your product download page and copy the code to activate the game on steam
– Play the game continuously until you bleed through your eyes
– Purchase a brand new eye augmentation at Sarif Industries! 😀
– Get screwed by the Sarif Industries! 🙁
– Complain all the time that you didn’t ask for this. ¬¬

Luckly I remembered that a friend of mine is currently studying in the UK and he managed to buy it for me in time, sadly the offer expired when he was going to buy another copy for another friend 🙁

It shows the price of £9.99 on their main page however when you add it to basket it displays £17.99.

I had an issue before around 192 previously its to do with your address make sure it 100% correct with the address that on the electoral register
